First Phase of Network to Be Built
A public-private partnership , under the auspices of SUNY Plattsburgh and the Research Foundation of SUNY, is planning the construction, starting in 2009, of a community broadband network in Clinton, Essex, and Franklin Counties.
Total project cost estimated to be $35 million .
Goals
- Construct a telemedicine network connecting all hospitals, clinics, and public colleges
- Create an affordable, secure, open access, fiber optic and wireless network
- Provide a fiber optic backbone to support the expansion of cell phone and wireless coverage
- Ensure that our region has a digital infrastructure to connect locally and compete globally

U.S. Small Business Administration: $246,807

- Hire coordinator, complete conceptual design and needs analysis, Sept 2007
U.S. Economic Development Administration (detailed engineering design): 250,000
New York State, Empire State Development Corp. via Governor Spitzer: 250,000
- Matching funds for EDA engineering design grant (RFP March 2008)
U.S. Housing and Urban Development: $298,000
- Congressional earmark by Senator Clinton and Congressman McHugh
- Construct wireless pilot project, RFP issued February 2008
Total funds raised: $1,044,807
NYS Office for Technology grant applications were submitted to build two co-location facilities and to implement a comprehensive regional digital literacy strategy to enable full use of the new broadband infrastructure.
The CBN Connect business model aligns with New York State's new Broadband Strategy and its principle that "competition and consumer choice are paramount to sustaining an effective broadband program." An open access wholesale model will enable CBN Connect to utilize existing regional communications infrastructure and to partner with as many of the region's private service providers as possible. CBN Connect will seek business arrangements that encourage service provider participation, create a competitive market , and enable the non-profit corporation to:
- Aggregate as much regional traffic as possible on its network
- Use existing service provider infrastructure where practical and available
- Focus public monies on new infrastructure that extends the network to reach the under-served
