SPECIAL NOTE: We receive thousands of applications each year for a limited number of seats in the program. Because the need for EOP far exceeds the capacity for enrollment, eligibility does not provide entitlement or automatic admission. Priority is given to students whose life pattern is one of historical economic and cultural disadvantage.Recent household changes that result in a decrease in family income are not sufficient to establish historical disadvantage. Applicants should be prepared for a thorough and rigorous review process.
Eligible EOP freshman applicants are academically under-prepared for the college curriculum they wish to pursue and qualify for EOP admission to Plattsburgh State with high-school averages (or GED scores) and SAT or ACT scores below the typical Plattsburgh admission requirements. At the same time, high-school transcripts and/or GED scores must reflect the potential to succeed in college. EOP freshmen are required to further demonstrate potential for college success by completing a mandatory four-week Pre-Freshman Summer Institute.

Note: EOP transfer applicants must meet the same academic qualifications as their non-EOP peers (typically, a 2.3 cumulative grade point average [GPA] at their transfer colleges).

Applicants who are under 24 and single cannot be considered independent unless they meet the federal guidelines for independent or the Plattsburgh State financial aid office invokes professional judgment to declare the student independent when unusual circumstances can be documented.
