Statement of Policy

The SUNY Plattsburgh Grounds Department is dedicated to making the campus a safe, clean and welcoming environment to work and learn. The safety and well being of the students, faculty and staff is our top priority, therefore in the event of a snowfall or icing incident the following procedures will be set in place.

Call in Procedure

University Police will be responsible for calling in the Grounds Supervisor or his designee in the event of a snowfall or icing incident.

If the Grounds Supervisor cannot be reach then University Police will contact the Senior Grounds man or the Director of Facilities.

Once the grounds supervisor has determined the severity of the snowfall or icing he/she will call in the appropriate number of people to take care of the problem.

Snow Removal Procedure

The campus will be cleared under normal snow conditions as follows, below is a list of assigned areas.  

Most areas will be plowed several times during a major snow event.

Note: Designated Handicap Travel Routes are plowed, shoveled, and salted before 8:00am. They will also be monitored throughout the day in conjunction with the Snow Removal and Ability Impaired fall and spring schedules. Copies of which will be given to each grounds employee.

This list may vary slightly depending upon who was reached or if there is a special event on campus, i.e. graduation, hockey game, theater production. In those cases the lots, walkways, and stairs adjacent to the venue will be moved up in priority.

Egress: Safe and continuous path out of the building to the public way will be maintained at “all” times.  

Entrances, walks (20’ from the building) and stairs that are attached to the building, will be shoveled and salted by the Janitorial staff.

Once the roadway, walks, and parking lots have been cleared and salted, the grounds department will begin shoveling stairs in their respective areas. 

Clarification of responsibility for areas listed below:

  • Stairs behind Whiteface. (Grounds)
  • Angell Courtyard Exit. (Janitorial)
  • Angell Center Courtyard stairs and walkway to within 20’ of entrances needs to be checked regularly for falling snow and ice from the atrium roof. It may be necessary to clear the roof of ice and snow. (Grounds)
  • Angell ballroom patio and stairs. (Grounds)
  • Feinberg Podium stairs. (Grounds)
  • Feinberg podium exits. (Janitorial)
  • Yokum Podium back stairs to lower level. (Grounds) 
  • Yokum entrances, ramps and stairs attached to the building. (Janitorial)
  • Memorial bottom and side stairs. (Janitorial)
  • Clinton Podium stairs to Hood, lower courtyard, and from upper podium to Moffitt. (Grounds)
  • Amitie Plaza stairs. (Grounds)
  • Mason stairs from front patio toward Kent. (Grounds)
  • Kent exterior stairs to Macomb. (Grounds)
  • Memorial east side exterior stairs facing Harrington. (Janitorial)
  • Macdonough rear patio and stairs from the lower lounge. (Janitorial)

  • Hawkins Hall main entrance stairs. (Grounds)

  • Hudson podium level stairs and walkway across Broad St. (Grounds)
  • Beaumont main entrance stairs, a path across the patio and patio stairs. (Grounds)
  • Beaumont lower level service entrance west side. (Janitorial)
  • Beaumont lower level exit east side. (Janitorial)
  • Stairs and walk behind Feinberg Library to Draper Ave. (Grounds)
  • Broad St. walkway across from Macdonough (Foundation Property)(Grounds)
  • Field House all exterior stairs and emergency exit. (Janitorial)
  • Fire Hydrants throughout campus. (Grounds)
  • Blue Light Phones. (Grounds)

During major snow and ice events the following criteria will be adhered to: 

M&O staff will be assigned to shovel snow during these events.

*Shoveling and salting of areas will be required.

  1. Clinton Podium stairs to Hood, lower courtyard, and from upper podium to Moffitt. (Moving Crew)

*Snow shovels and salt will be provided by the grounds supervisor or his/her designee during major snow events.

The grounds supervisor will monitor the condition of the walks, roadways, stairs and parking lots to assure they have been cleared and salted sufficiently. When the campus is deemed safe for vehicular and pedestrian traffic removal of snow banks and piles will begin.
