Interfraternity Council Fraternal Conduct Board
What is the Fraternal Conduct Board?
- Representatives of each Fraternity present on the board.
- Judicial organization that upholds and enforces the standards of each Fraternity.
- Serves as a medium for SUNY Plattsburgh and the Fraternal Community.
- Allows Fraternities to deal with issues/problems inter-fraternally.
Three Main Goals of the FCB
- Problem solving through education.
- Improving communication within the Fraternal Community.
- Improving relations between the Fraternal and Campus Community.
How to use the FCB to your Chapters' Benefit
- Reporting issues that come across whether or not they pertain to your organization.
- Have hearings quickly and efficiently in order to downplay rumors and to not curve facts.
- Have evidence ready when you make the report.
Fraternal Conduct Boards Policies
The infractions listed below are subjugated by the Fraternal Conduct Board and the SUNY Plattsburgh Judicial Board as serious charges against Fraternities at this college. If these infractions are brought to the Interfraternity Council, the Fraternal Conduct Board will meet and discuss the outcome of that Fraternity.
- Open Parties: any fraternity holding an open party; meaning that the organization is charging people for the consumption of alcohol without a liquor license; will be found guilty. Proof of the event is necessary to rightfully charge the organization.
- Mixing or Social Events with Unrecognized Organizations: any fraternity holding social events or "mixers" with an unrecognized organization will be found guilty of violating the Plattsburgh State Standards Manual and the Interfraternity Council policies on unrecognized organizations.
- Interfraternal Fighting: any organization, whether it is one member fighting another or a whole organization fighting with each other will be found guilty of this charge and not upholding the standards of our Greek Community.
- Mandatory Events: any event stated by the Interfraternity Council to be mandatory; the organization is required to have the minimum number of men attending that event in; depending on the size of the organization, the minimum number will be stated at the IFC meeting.
- Stealing From Organizations: any organization found stealing from another organization: fraternity & sorority; will be brought up on judicial charges. They are required to return the item stolen and if damaged, the organization is required to reimburse that organization or replace the item(s).
- General Misconduct: any organization that has repeatedly offended the IFC standards and the Plattsburgh State Standards Manual will be found guilty i.e.: fighting, public intoxication, destruction of property...etc.
- Police Arrests: depending on the seriousness of the arrest, the Fraternal Conduct Board will prosecute that member or members in their infractions with the police or University Police.
- Blasts: holding a "blast" at a bar is a violation of all risk management policies from National Fraternities to Local Fraternities. "Blasts" are defined as an organization receiving a profit at the door of the bar they are required to attend. This does not include third party vendors.
- Letters Downtown: wearing letters downtown promotes a bad image for our Greek Community. Any organization found wearing their letters downtown will be found guilty.
- Minimum of being a Three Star Chapter: all fraternities are required to maintain a status of being a three star chapter according to the Chapter Accreditation Program. Those that fall below the minimum standard will be prosecuted and may loose their recognition with the IFC.
- Paying IFC dues on time: if an organization do not pay their dues on time without a reasonable written excuse, that organization will face charges by the FCB.
- No Keg Policy: any organization found with kegs will be immediately prosecuted by the Fraternal Conduct Board and the Plattsburgh State Judicial Board. National organizations will be notified of their violation to their risk management policy. Depending on how serious the infractions are and if the problem is reoccurring, there will be a possible loss of recognition from the IFC.
- Following Risk Management Policies: all organizations must follow their risk management policy. Those that do not will be found guilty. The violations may vary on the seriousness of the infraction.
- Underground Members: if an organization is found with underground members, either the Plattsburgh State Judicial Board or the Fraternal Conduct Board will charge that organization with the violations of the Plattsburgh State Standards Manual. Any information will be taken seriously, but proof is needed in order to charge an organization for this infraction.
- Alcoholic Events with Potential New Members: all "rush" events held by fraternities must be dry events meaning that there is no alcohol allowed at any event open to the public.
- Hazing: any organization found hazing their "pledges" or potential new members will be found guilty and loose their recognition with the IFC. Plattsburgh State University has policies dealing with organizations that haze and will undergo their judicial process.
All these infractions are subjected to change depending on the seriousness of the violation of the accused organization. All organizations can appeal the charges that are placed on them and a date will be given to them two weeks in advance for their hearing. All charges are to be taken seriously, if the organization does not appear to their hearing, the Fraternal Conduct Board will decide on the organizations fate.
Chapter Representatives are required to go through training before they are allowed to sit on the FCB. If a chapter representative misses more than two meetings without a reasonable excuse, they will be removed and a new one will be picked by that organization. Hearings are once a month and the date and time will vary. Emergency hearings will be given two weeks notice to the organization and to the chapter representatives. Minutes will be taken down by the secretary and sent out to the IFC and ISA Presidents, the Coordinator of Fraternity/Sorority Life, the Graduate Assistant to the Fraternity/Sorority Life Office and the Dean of Students.

Appeal Process
All of these infractions are subjected to change depending on the seriousness of the violation of the accused organization. All organizations can appeal the charges that are placed on them and a sate will be given to them two weeks (or earlier) in advance for their hearing. All charges are to be taken seriously, if the organization does not appear to their hearing, the FCB will decide the organizations fate.
